The EUropean Cyber and INFormation warfare toolbox (EUCINF) is advancing Europe’s capabilities in the domains of cyber and information warfare. Built around a comprehensive operational workflow—including data collection, analysis, processing, and capitalization—EUCINF is designed to empower Member States with cutting-edge tools to address evolving cognitive and information-driven threats.
At the heart of the EUCINF initiative is the development of a shared and configurable library of software components. This library, which includes innovative modules and scenario-based cognitive warfare tools, directly supports analysts and operators in better understanding, simulating, and countering hostile information activities. The EUCINF ToolBox integrates these capabilities, enabling a more coordinated and efficient response to complex information-centric challenges.
Strengthening cross-project collaboration is a key priority for EUCINF. The initiative is actively engaging with other major European defense projects—such as EU-Guardian, ECYSAP EYE, AIDA, and NEWSROOM—with the goal of increasing visibility, exchanging expertise, and promoting interoperability across the European defense ecosystem.
By building strong synergies with these projects, EUCINF ensures that knowledge, methodologies, and technological advancements are shared effectively across the European cyber defense community. This collaborative approach not only maximizes the impact of individual initiatives, but also contributes to a more resilient and unified European defense landscape.
EUCINF has successfully completed its liaison activities with the EU-Guardian project, an initiative led by a diverse consortium of industrial partners, mid-caps, SMEs and research organizations. EU-Guardian aims to develop AI-based solutions to enhance detection, mitigation and response capabilities against cyber threats. Focused on the Mosaic Warfare concept, the project automates key elements of cyber incident management and strengthens the resilience of military infrastructures.
The collaboration between EUCINF and EU-Guardian was centered on shared goals and mutual visibility. Both projects pursue advancements in AI-driven threat detection and cyber defense, creating natural synergies for joint communication and dissemination actions.
As part of this cooperation, EU-Guardian provided EUCINF with dedicated dissemination spaces at its events, enabling EUCINF to present its latest developments and engage with EU-Guardian’s extensive network of stakeholders. In return, EUCINF offered EU-Guardian a platform during one of its project workshops to showcase outcomes and foster dialogue with the EUCINF community.
A major milestone in this liaison was EUCINF’s participation in the EU-Guardian Final Meeting, held in Madrid from 18 to 20 November 2025. During this landmark event, EUCINF contributed actively to the liaison agenda and strengthened ties with additional EDF projects, including ECYSAP EYE, AIDA, and AINCEPTION.
This completed collaboration delivered clear mutual benefits: both projects expanded their visibility, broadened outreach efforts, and increased the impact of their results within the European defense and cybersecurity ecosystem. Leveraging each other’s networks has reinforced shared objectives and facilitated wider dissemination of innovative solutions for European cyber defense.
The EUCINF project continues to play a pivotal role in advancing Europe’s cyber and information warfare capabilities. Through innovation, strategic cooperation, and strong engagement with partner initiatives such as EU-Guardian, EUCINF is driving the development of next-generation cyber defense solutions and contributing to a more resilient European security landscape.
